An integrated geospatial election intelligence system supporting precinct-level campaign strategy across Harris and Fort Bend Counties.

A prospective congressional campaign sought a comprehensive understanding of the political landscape throughout Texas Congressional District 7. Rather than relying solely on election results, Gold Axis developed a geographic intelligence assessment integrating demographic characteristics, voter registration, turnout behavior, and election performance into a unified decision-support system. The objective was to provide campaign leadership with a detailed understanding of who lives within the district, how they vote, where participation varies, and which communities present opportunities for voter engagement and outreach.

Election Performance Varies Significantly Across the District

Analysis of Democratic primary and general election results from 2022 through 2024 identified meaningful geographic differences in voting behavior throughout Harris and Fort Bend Counties. Rather than evaluating countywide outcomes, results were analyzed at the voting precinct level to reveal localized political trends and electoral performance.

Voter Turnout Revealed Opportunities for Engagement

Precinct-level turnout analysis highlighted substantial variation in voter participation across the district. Areas with consistently strong participation were distinguished from precincts with comparatively lower engagement, providing stakeholders with a framework for prioritizing voter outreach and campaign resources.

Demographic Analysis Provided Context Behind Election Results

Population estimates derived from the American Community Survey were integrated with voting precinct boundaries to estimate the adult population, age composition, and demographic characteristics of individual precincts. This allowed election outcomes to be interpreted within the context of the communities they represented rather than as isolated vote totals.

Precinct-Level Intelligence Supported Strategic Decision Making

To support campaign planning, Gold Axis developed a precinct atlas providing a standardized profile for every voting precinct within the district. Each profile summarized demographic characteristics, voting-age population, voter registration, turnout, voting method (mail, early, and Election Day), and election results, allowing stakeholders to quickly compare precincts and identify strategic opportunities throughout the district.

Technical Approach

Gold Axis integrated official election returns, voter registration records, precinct boundaries, and American Community Survey demographic data into a unified geospatial analytical framework. Population estimates were spatially allocated from Census Block Groups to voting precincts using area-weighted interpolation, allowing demographic characteristics to be estimated at the precinct level. The resulting database supported thematic mapping, statistical analysis, and the automated production of a district-wide precinct atlas containing standardized profiles for more than 150 voting precincts across Harris and Fort Bend Counties.
